This warden message is being issued to alert American citizens traveling to and residing in Venezuela of potential campaign-related disruptions in the days before and after the presidential elections scheduled for 3 December 2006. While advance announcement of events may appear in local media, rallies and demonstrations can also occur on short notice and can disrupt traffic throughout Caracas and other major cities.

Americans with business to conduct at the Embassy should remain aware of events and should avoid the Embassy's vicinity if demonstrators are present. Any such events in the vicinity of the U.S. Embassy may lead to temporary closure of the Embassy compound without advance warning. Notification of closure will immediately be sent out via e-mail to all American citizens in Venezuela who have registered with the Embassy. In the case of a temporary closure, routine operations will be suspended but American citizens requiring emergency assistance may contact the Embassy duty officer by calling +58 212 975 9821. The U.S. Embassy has no indication, however, that serious disruptions or disorder will occur.

In light of recent history of street disturbances occasioned by political activity, and current levels of anti-U.S. Government sentiment on the part of the Venezuelan Government, American citizens in Venezuela should maintain a high level of personal security awareness, especially during the election period. Common sense measures include, among other things, avoiding large gatherings and other public events where disturbances could occur, and monitoring local developments and media reports. The Embassy specifically recommends that American citizens resident in Venezuela defer local travel on election day and maintain a few days' supply of food, water, and medications at home for election day and the immediate post-election period.

The Embassy will continue to monitor the situation in Venezuela and will send additional warden messages as appropriate. For the latest security information, Americans traveling abroad should regularly monitor the Department's Internet web site at http://travel.state.gov where the current Worldwide Caution Public Announcement, Travel Warnings and Public Announcements can be found. Up to date information on security can also be obtained by calling 1-888-407-4747 toll free in the United States , or, for callers outside the United States and Canada , a regular toll line at 1-202-501-4444. These numbers are available from 8:00 a.m. to 8:00 p.m. Eastern Time, Monday through Friday (except U.S . federal holidays). American citizens traveling or residing overseas are encouraged to register with the appropriate U.S. Embassy or Consulate on the State Department's travel registration website at https://travelregistration.state.gov.
