Reports # 037 February 11, 2006 The government officially reports 87,685 crimes committed during Chavez Presidency The only thing which has been consistent in crime policy during the last 9 years is based on the official speech which praises violence and delinquents have learned to interpret it fully. This opinion has been expressed by Dr. Roberto Briceño-Leon, coordinator for the Venezuelan Observatory on Violence who also maintains that “a large discontinuity can be noticed in actions which have been taken by the different individuals who have held the Ministry of Interior and Justice post”. Briceño-Leon assured that nothing can be more eloquent than the monument for Che Guevara, the monument for Puente Llaguno, and the 4th of February Decoration. There have been no “anti-delinquency” policies issued. We can conclude there is only one policy and that is not to repress so the government is not seen as a repressor.
