ATIN AMERICA/US: Counter-narcotics questions return

EVENT: The US Government Accountability Office has been requested to investigate Venezuela's role in the cocaine trade, it was reported on February 21. 

SIGNIFICANCE: The investigation may serve to evaluate the impact and efficacy of US policy on regional counter-narcotics efforts. 

ANALYSIS: The United States has recorded some important successes in its domestic war on cocaine. Although it has traditionally ranked top of the world's cocaine consuming nations, some 38 US states have reported cocaine shortages this year and cocaine use among the 18-25 age group has fallen by nearly a quarter since 2001.  The government of President George Bush has been highly pro-active on narcotics policy: 
• Over 16.7 billion dollars has been spent on domestic demand reduction programmes since 2001, with 4.6 billion for federal prevention and treatment initiatives requested in the 2008 budget. 
• Over 1.9 billion dollars has been dedicated to the National Southwest Border Counternarcotics Strategy, which aims to enhance coordination of intelligence collection, surveillance, investigations and prosecutions.
